Policy Analysis and Program Development Record

  • Design of a Cleaner Production Assessment Program for Honduras.  Served as senior technical advisor to help USAID Honduras implement 200 clean production assessments in Honduras organizations.  Client:  US Agency for International Development / IRG Ltd.  December 2004 – April 2005.

  •  Evaluation of Waste Prevention Measurement in Seattle Companies.  Conduct a study of leading Seattle organizations to learn how they approach waste prevention; document their use of data and analysis; recommend new tools for the City of Seattle to estimate and encourage waste prevention in sectors.  Client:  Seattle Public Utilities.  October 2004 – April 2005.

  •  Criteria used by Socially Responsible Investment Funds in the Private Sector:  Classification and Use in Peru.   Received a competitive grant award to study the criteria used by socially responsible investment funds and indexes and evaluate potential applications in Peru.  Developed a new model for Corporate Social Responsibility using SRI criteria in a quality management framework.  Made recommendations for various stakeholder groups.  Client:  Consortio de Investigacion Economica y Social, Lima.  Oct 2003 – July 2004.

  •  Development of a Strategic Plan for Sustainable Development of the Paracas Region for Projecto CAMISEA.  Projecto Camisea  is Peru´s biggest infrastructure project.  It will bring natural gas from the Amazon Basin to Lima and the coast and include a major gas liquification plan near the Paracas National Reserve.  I designed the model for the strategic plan and serve as an international advisor on planning and environmental management.  Client: US Agency for International Development.  Jan – April 2004. 

  •  Strategy and Capacity Development in Cleaner Production for the Thailand Ministry of Science and Technology.  Serve as Cleaner Production Expert for this project of the Asian Development Bank.  Provided extensive training, developed a CD-ROM database of key CP publications, produced a Handbook on CP for the Ministry, provided recommendations for restructuring the national Science and Technology Development Fund, and organized and chaired the National Seminar on Financing Cleaner Production in partnership with the United Nations Environment Programme.  Client:  Asian Development Bank.  October 2001 – January 2003.c

  • Program Review and Strategy Development for National Cleaner Production Program of Chile.  Advised the INTEC organization (www.intec.cl) with detailed pro forma work plans for CP projects with local governments, professional associations, new investment support and promotion of mass-market CP technologies.  Client:  INTEC Chile.  March 2002.               

  • Cleaner Production Strategy for the Vietnam Ministry of Industry.  Researched Vietnam’s industrial, economic and environmental history, situation and trends.  Traveled to Hanoi and Ho Chi Minh City and met with Ministry of Industry, organizations and factory directors, toured factories and laboratories.  Developed specific strategies for the Assistant Director General, Department of Technology and Product Quality, Vietnam Ministry of Industry, for promoting Cleaner Production in the textile, chemical, food processing and pulp and paper state-owned companies.  Client:  US-Asia Environmental Partnership.  September 2001.

  •  Industry Sector Analysis for Cleaner Production Program Strategy.  Reviewed CP information available for twenty industries.  Produced annotated guides to CP information for each industry, including overviews of issues and CP solutions.  Grouped industries by similarity of CP solutions to identify major groups of industries around which CP programs can organize their activities.  Determined crucial skills needed by CP program staff to understand and respond to challenges in the major groups.  Client:  USAID Peru.  October-December 2000.

  •  Review and Analysis of the US Environmental Industry Trade Media.  Identified all the commercial periodicals serving the industry, built a database of information about each one, and evaluated the periodicals for strategic recommendations to the US AID Ecolinks project.  Developed a strategy for promoting Pollution Prevention technologies separately from traditional environmental technologies.  Client:  USAID.  September 2000 – December 2000.

  •  Total Cost Assessment Regulatory Analysis.  Analyzed and recommended options for incorporating Total Cost of Waste analysis into industry environmental management regulations being established by the Government of Peru. Client:  USAID Peru.  August 2000 – December 2000.

  •  Environmental Management System Reporting and Planning.  Advised a mid-size manufacturing company how to develop an EMS that meets state requirements; prepared all documentation and provided training of senior managers on EMS design and implementation.  Client:  Northwest Composites, Inc.  August 2000.

  •  Cleaner Production Financing Analysis.  Assessed programs world wide that provide financing for cleaner production investments by companies.  Developed case studies of potential applications of financing programs in Asian developing countries.  Client:  Asian Development Bank.  November 1999 – December 2000.

  •  Review of USAID’s Urban and Environmental Management Program for Peru.  As part of a team reviewing all of USAID’s environmental programs in Peru, spent a month in Peru and evaluated the urban and industrial environmental management projects sponsored by USAID.  Conducted institutional and technical analyses, advised project managers on project design and implementation, suggested new opportunities, wrote official evaluation report.  April 2000

  •  International Advisor, "Resource Recovery Project for the Philippines".  Help Clean Washington Center and Pacific Northwest Economic Region design and implement project to transfer recycling technology to the Philippines, organize cleaner production extension services for cities and industries. Funding from USAID.  October 1998 - March 2001.

  •  Analysis of Strategies for Greening the Supply Chain.  Researched and wrote report on efforts to green the supply chain in multinational companies and others.  Reviewed and presented information on distribution of Small and Medium Enterprises in Asia and how they can be reached through supply chain strategies.  Reviewed and presented summaries of corporate supply chain strategies.  Described strategies that SMEs can use to become more competitive as suppliers to multinationals by using pollution prevention methods.  Organization for Economic Development and Cooperation, Paris, October 1998

  •  Design of an Environmental Technology Assessment System for the Philippines.  Served as Technology Systems Analyst on United Nations Industrial Development Organization project to develop a system to help small and medium business in the Philippines to evaluate technology options for environmental improvement.  October 1997 - March 1998.

  •  Review of Cleaner Production Implementation in the Philippines.  Conducted a study for the World Bank’s Metropolitan Environmental Improvement Project on the implementation of cleaner production in the Philippines.  Identified statistical indicators of cleaner production success and recommended additional criteria for evaluating program implementation.  November 1997.

  •  Design of Cleaner Production Technical Assistance Strategy for the Philippines.  Designed a US $10 million, four-year project to promote implementation of cleaner production and Integrated Environmental Management in the coastal industrial areas of the Philippines.  Project implemented as the "Industrial Initiative for a Sustainable Environment."  Client:  U.S. Agency for International Development, Philippines Mission.  March – August 1997.

  •  University Clean Technology Program.  Consulted on program development and resources.  Conducted factory visits, industry and government training workshops, lectures.  Wrote conference papers. Client:  Institute for Environmental Studies, Hong Kong University of Science and Technology.  November 1994 – September 1996.

  • Design of a Cleaner Production Technical Assistance Strategy for Indonesia.  Conducted for the U.S. Agency for International Development, Indonesia Mission.  Project implemented as the "Indonesia Cleaner Industrial Production Project."  November-December 1993.

  • Pollution Prevention Plan for US Navy, Whidbey Naval Air Station.   Development of a technical and management plan for pollution prevention.  Client:  US Navy.  1994.

  • Pollution Prevention Plan for a Printing Company.  Development of a chemical use and waste reduction plan meeting state requirements.  Client:  Dataprint, Inc., Seattle.  September 1994.
